- Letter of Intent on enhancing cooperation in training military personnel and specialists between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Belarus;
- Memorandum of Understanding between the Ministry of Science and Technology of Vietnam and the Ministry of Communications and Informatization of Belarus on digital transformation;
- Memorandum of Understanding between the Ministry of Science and Technology of Vietnam and the State Committee for Science and Technology of Belarus on cooperation in the field of science, technology, and innovation;
- Cooperation program in culture between the Ministry of Culture, Sports and Tourism of Vietnam and the Ministry of Culture of Belarus from 2026 to 2028;
- Cooperation program between the Ministry of Justice of Vietnam and the Ministry of Justice of Belarus from 2025 to 2027;
- Memorandum of Understanding on cooperation between the Ministry of Health of Vietnam and the Ministry of Health of Belarus in the field of pharmaceuticals;
- Cooperation agreement between the Voice of Vietnam and the National Radio and Television of Belarus;
- Memorandum of Understanding between the Viet Nam Union of Friendship Organizations and the Belarusian Association for Friendship and Cultural Exchange with Foreign Countries.
General Secretary To Lam and President Aleksandr Lukashenko signed a joint statement on establishing the Vietnam-Belarus strategic partnership.
On this occasion, Belarusian President Aleksandr Lukashenko awarded the Order of Friendship of Peoples, the highest award of the Republic of Belarus for foreign citizens, to General Secretary To Lam.
Building on the traditional friendship and multifaceted cooperation between Vietnam and the former Soviet Union, Vietnam and Belarus have continuously strengthened and expanded their partnership over the years. The two nations possess complementary strengths, with Vietnam serving as Belarus's longstanding trade partner in Southeast Asia.
General Secretary To Lam’s State visit to Belarus holds great significance—not only reinforcing and deepening political trust between Vietnam and its traditional allies but also affirming Vietnam’s commitment to fostering strong, enduring ties with the countries of the former Soviet Union, including Belarus.
